About ten years ago, the European Commission was looking for a flexible software partner for the purpose of further developing the survey tool they already had.
Many languages, many users, and many issues – surveys in Europe
The goal was a tool that could survey opinions about specific issues from their stakeholders. The Commission wanted to be able to conduct quick surveys of companies, citizens, or other interested groups, or do surveys on user satisfaction, or create registration forms for conferences. And all that in many different languages, for millions of users.
Task
In May of 2008 DIaLOGIKa took over the task of maintaining and developing this internally running Commission project for managing surveys on diverse topics within the European Commission. The goal was not only to provide maintenance for the outdated system, but also to design and develop a new system in parallel.
Solution
Since September of 2012 DIaLOGIKa has been implementing the second-generation EUSurvey as a stand-alone application. EUSurvey was given a completely reworked UI (WYSIWYG/Drag&Drop), as well as new and modified functionalities. The original system has meanwhile been removed from the internet.
In addition to development, our DIaLOGIKa project team has also taken on management tasks. DIaLOGIKa staff members are continuously optimizing the application, working in such capacities as business analyst and tester. The entire EUSurvey team also includes on-site employees from other companies (for support, automated testing, monitoring).
Result
Today, EUSurvey is available in 23 EU languages and functions in the European Commission as the online survey management tool for creating and conducting multilingual surveys. It covers every step of the survey life cycle, from design to introduction and analysis, and finally, to publication of the results. The tool can be used to create official inquiries into the public interest as well as forms for internal communication and personnel administration, as well as evaluation sheets, satisfaction surveys, and registration forms.
Open Source – Surveys for Everyone
EUSurvey is available at no charge for every organization or administrative office, public or private. It is secured through the European Commission authentication service (EULogin) and receives support from the European Commission’s ISA² program, which promotes interoperability solutions for European public administrations. It can also be made available in an open source version.
